Swachh Bharat Abhiyaan aspires to make cleanliness a public movement rather than a Government mission by engaging every citizen of India in the process.

“We must not tolerate the indignity of homes without toilets and public spaces littered with garbage.

For ensuring hygiene, waste management and sanitation across the nation, a “Swachh Bharat Mission” launched

Swachh Bharat Abhiyan (English: Clean India Mission and abbreviated as SBA or SBM for "Swachh Bharat Mission") is a national campaign by the Government of India, covering 4,041 statutory cities and towns, to clean the streets, roads and infrastructure of the country. This campaign aims to accomplish the vision of a 'Clean India' by 2 October 2019, the 150th birthday of Mahatma Gandhi. Specific objectives are:

  1. Eliminate open defecation by constructing toilets for households, communities
  2. Eradicate manual scavenging
  3. Introduce modern and scientific municipal solid waste management practices
  4. Enable private sector participation in the sanitation sector
  5. Change people’s attitudes to sanitation and create awareness

The program plans to construct 12 crore toilets in rural India by October 2019, at a projected cost of Rs.1.96 lakh crore (US$29 billion).

According to Census 2011, India’s urban population is 377 million or 31% of the total population. These numbers are expected to increase to 600 million by 2031.

SBM is being implemented by the Ministry of Urban Development (M/o UD) for urban areas. These guidelines are for the implementation of Swachh Bharat Mission (Urban).

The Census 2011 also showed that in 4,041 statutory towns, close to eight million households do not have access to toilets and defecate in the open (7.90 million).

Weak sanitation has significant health costs and untreated sewage from cities is the single biggest source of water resource pollution in India. This indicates both the scale of the challenge ahead of the Indian cities and the huge costs incurred from not addressing them.

Prime Minister Shri Narendra Modi exhorted people to fulfill Mahatma Gandhi's vision of Clean India. The 'Swachh Bharat Abhiyan' is a massive mass movement that seeks to create a Clean India. Cleanliness was very close to Mahatma Gandhi's heart. A clean India is the best tribute we can pay to Bapu when we celebrate his 150th birth anniversary in 2019. Mahatma Gandhi devoted his life so that India attains 'Swarajya'. Now the time has come to devote ourselves towards 'Swachchhata' (cleanliness) of our motherland.

  • Mahatma Gandhi dreamt of an India which was not only free but also clean and developed.
  • Mahatma Gandhi secured freedom for Mother India.
  • Now it is our duty to serve Mother India by keeping the country neat and clean.
  • I take this pledge that I will remain committed towards cleanliness and devote time for this.
  • I will devote 100 hours per year that is two hours per week, to voluntarily work for cleanliness.
  • I will neither litter not let others litter.
  • I will initiate the quest for cleanliness with myself, my family, my locality, my village and my work place.
  • I believe that the countries of the world that appear clean are so because their citizens don't indulge in littering nor do they allow it to happen.
  • With this firm belief, I will propagate the message of Swachh Bharat Mission in villages and towns.
  • I will encourage 100 other persons to take this pledge which I am taking today.
